Lifebook laptop no internet connection? help?

My notebook has a build in wireless card. It is turned on. When I go see the settings for the card in the computer It states the Link Quality is Excellent 100% and the Signal Strength is Excellent 100%
It is right beside this computer. It has a modem for the computer up stairs. (its wireless) But my notebook still had no internet connection?
Can’t go on any sites or log on AOL. Etc… I can’t seem to find out why is this happening.

So you are connected to a wireless hub or router. But is the router connected to the Internet?
What do you mean by “It has a modem for the computer upstairs”? The router itself requires a directly wired [and high-speed from DSL or cable] Internet connection. If no such service exists, connecting to the router cannot take you to the Internet.
In other words, your wireless router must connect to the cable or DSL modem by wires – unless your wireless router is also the cable or DSL modem too – in which case your wireless router must be wired directly to that service (cable TV outlet or DSL phone line).
So, is the router connected to the Internet or not? If the machine upstairs connects itself using a low-speed telephone modem, your router isn’t able to get you there. Or at least, not easily and probably not without Linux or certain complex Windows configurations on that upstairs machine.
If the router IS connected by wire to the real Internet, and the machine upstairs gets on through the router you are connecting to – then you need to let your machine be assigned an IP address by the router [by adjusting your wireless card to its defaults]. Then it will work.
You probably have wired ethernet ports on the router, so you can also try wired by plugging in an ethernet cable. But exactly the same discussion and conditions apply, wireless or wired.
If you ever get things going and are concerned about network security – or too many outsiders loading your Internet connection – you may want to set WEP or even WPA security for your wireless. That requires changes at all connected computers – after connecting to and changing your router setup from a ethernet-plugged computer’s browser (to something like http://192.168.0.1 – see the manual). So get some help for that.
