How do I get a . MSI program to work on my Laptop PC?

I have an HP laptop with windows XP service pack 2 and it is completely updated. I recently got these 2 .MSI files and it says a file is missing, for example:
Error 1311.Source file not found: C:\Documents and settings\(My Name)\Local
Any ideas of how i resolve this? Or is there any program that will help me find these needed files?

To my understanding, when you have a MSI program file, it should run with a bootstrap (e.g. exe file or DLL file) and an INI file (just an example… or CAB file…).
Without a EXE (or DLL) and INI (or CAB) you likely experience Error 1311…
